Make an X on the tomatoes, pour boiling water over them, peel the skin, and remove the seeds. Place the peppers in boiling water or lightly roast them. Place them in a plastic bag while hot and let them sit for a while. Then remove from the bag, peel, seed, and remove the stems.
Place the tomatoes, pepper, and tomato juice in a blender, season with salt and pepper, and puree.
Grate the garlic or finely chop it.
Place sliced cucumber and garlic on the bottom of a plate and pour over the tomato puree. Drizzle with 1 tablespoon of vegetable oil and sprinkle with herbs. This soup goes well with croutons.
